Spark Consulting & Design is an independent planning and design practice led by Sita Walker — a planner and architectural design consultant with over a decade of Oregon municipal planning experience.
Most planning consultants know the codes. Fewer understand what it produces on the ground. Spark Consulting & Design was built around that gap. We work across the full arc of the built environment: from land use policy, zoning code, and comprehensive plan updates through site planning, design, permit documentation, and construction. That end-to-end perspective means better decisions at every stage — and a planner who understands what gets built, not just what gets approved.
